(Note: information circulating on the web says it's an ongoing ad campaign by the Lithuanian authorities, but it's incorrect- read the explanation below).

*wipes sweat off face* Man, that was an interesting investigation....
After seeing this money-soap at Toxel.com, I tried to trace the original source and the story behind it. The info at DirectDaily said it was an anti-corruprion campaign for the Lithaunian authorities and that "They changed the ordinary soap in all toilets of public enterprises (municipalities, government institutions and ect.)" and that the message on the wall said "“Keep your hands clean. Don’t give or take a bride” (though I think they meant to translate it "bribe", not "bride"), and pointed GogelModel as the advertising agency behind the idea.
So, next step was to google "GogelModel" but not much came up in English. Googling "money soap" also led to results about the same "campaign", which Ads of the World attributed to the Special Investigation Service in Lithuania (with once again GogelModel as author). Next, I decided to google the text from the ad (in Lithuanian) which led me to another Lithuanian advertiser's blog who was commenting on this "ad", saying ( I had to use Google Translator , and let me tell you, there's a lot to be desired there- or Lithaunian is just too damn difficult to translate, cause the translation was a mess) that it was a joke by a student- not an advertisement campaign and definitely nothing to do with Special Investigation Service.
Ok, now it became interesting...
I continued searching on the net for this elusive GogelModel and via a comment left by someone with the same nick on a Lithuanian art blog, I found out the GogelModel blog. I couldn't find the original post with this "ad" but I found a link to the Facebook account which confirmed he/she was the author of this- let's call it suggestion for an ad at this point- cause it was mentioning being featured on Ads of the World.
Still, he/she remains somewhat anonymous both on his blog and FB (or maybe I can't find out where to look- cause it's all in Lithuanian!!! and using Google Translate is frustrating), so I wish I could tell you more about the author- or that he/she could benefit more from the exposure and the circulation of this "ad" on the web (which is gaining momentum as we speak).
Personally, I think it's a student assignment or something- probably done with other people (hence the "we"... and the "brief" in the text next to the pictures) but it's a pitty there is no info on it (in English please!! and one that requires less detective work...as fun as it may be).
